This workshop is ideal for professionals new to pipeline regulations, those seeking a refresher, and individuals needing a deeper understanding of recent changes and developments in pipeline regulations. Whether you’re in operations, engineering, regulatory oversight, or simply want to learn more about pipeline safety regulations, this course covers essential aspects of U.S. Department of Transportation (DOT) and Pipeline and Hazardous Materials Safety Administration (PHMSA) regulations.

What you will learn

In this comprehensive 3-day in-person workshop, participants will gain a foundational understanding of gas and liquid pipeline operations, engineering fundamentals, and the critical compliance requirements necessary for ensuring pipeline safety. The course is designed to equip participants with a solid understanding of how the regulatory landscape functions, focusing on the DOT pipeline regulations, PHMSA jurisdiction, and enforcement processes.

  • Overview of DOT/PHMSA Compliance Requirements (49 CFR 191, 192, 194, 195 and 199)
  • Roles of State and Federal Agencies in Pipeline Safety
  • PHMSA Jurisdiction, Inspections, and Enforcement Processes
  • Engineering Concepts such as Stress-Strain Relationships and %SMYS (Specified Minimum Yield Strength)
  • Design and Construction Requirements
  • Corrosion Control Principles and Requirements
  • Operations and Maintenance Requirements
  • Emergency Response and Damage Prevention Programs
  • Operator Qualification, Drug and Alcohol Testing Programs
  • Public Awareness and Safety Communication Programs

Agenda

Our instructors will progress through the curriculum at a pace that aligns with the class’s needs. Breakfast will be available starting at 7:30 AM, and the class will begin at 8 AM. Lunch will be served around 11:30 AM, with coffee and snack breaks provided throughout the day. Each day’s session will conclude around 5 PM.

Through the application of process-driven, holistic strategies, he successfully supported numerous large and small pipeline operators in achieving their program goals and objectives. His 49 CFR 191, 192, 194 and 195 expertise includes HCA determinations, data integration and risk analysis, assessment planning, rehabilitation, preventive and mitigative measures, performance measures, hazardous liquid and natural gas pipeline integrity management, pipeline safety regulatory programs, written management systems development, program audits, integrity assessments, corrosion control, consequence modeling, environmental compliance, air permitting and investigations and Root Cause Analysis.

Mr. Erich Trombley

Mr. Trombley has over three decades of experience in the natural gas industry.  An engineering professional with extensive experience in pipeline safety regulatory compliance (Title 49 CFR Parts 190, 191, 192, 193 & 196), Anti-Drug and Alcohol Misuse prevention plans (Title 49 CFR Parts 199 & 40), distribution integrity management, O&M of distribution and transmission pipelines, LNG facilities, and failure investigation.  He serves on the Board of Directors of the Western Regional Gas Association and is a voting member of the ANSI GPTC Z380 Gas Piping Technology Committee. Mr. Trombley holds a Bachelor of Science degree in Engineering from California Polytechnic University, Pomona, and is a licensed Professional Engineering in the State of California in Mechanical Engineering.
