Unpacking the Class Location Change Requirements

In this webinar, we will unpack the recent PHMSA final rule on Class Location Change requirements for gas transmission pipelines. The session will focus on the intent of the rule, key regulatory provisions, applicability, and eligibility criteria under §192.611(a)(4), and how operators can use the Integrity Management (IM) alternative for eligible Class 3 segments.

Participants will also gain a clear understanding of eligibility exclusions, Subpart O compliance obligations, and the initial programmatic requirements necessary to implement and maintain compliance under the new rule. This webinar is designed for operators, compliance professionals, and engineers responsible for managing class location changes and integrity programs.

Mr. Chris McLaren

Mr. Chris McLaren is a seasoned expert in pipeline integrity management with over 30 years of experience. He has contributed to the development and implementation of Integrity Management Inspection Programs and gained specialized knowledge in pipeline compliance, including regulations related to integrity assessments, risk analysis, and corrosion control. Chris’s expertise spans program audits, integrity assessments, risk analysis, and corrosion control, where he has guided operators in aligning their practices with federal and state regulations. In addition to his technical expertise, Chris is a highly regarded public speaker, known for delivering insightful presentations on pipeline safety and compliance. Earlier in his career, he worked as a consultant to the hazardous liquid and natural gas pipeline industry, offering services as a metallurgical and integrity engineer. He holds a bachelor’s degree in mechanical engineering from the Colorado School of Mines.

Mr. Derek Wallace

Mr. Derek Wallace is an experienced GIS Analyst who has worked with several of the major integrated oil & gas companies. His expertise includes GIS experience utilizing Esri ArcGIS products in oil & energy, government, and land parcel mapping. Mr. Wallace leads RCP’s GIS efforts in conducting high consequence area (HCA) identifications, risk assessments, class location analyses, underwater inspections, and NPMS/RRC submittals, as well as other spatial analysis projects for clients in the oil and energy industry.
