This course provides a comprehensive overview of the Pipeline and Hazardous Materials Safety Administration (PHMSA) jurisdiction and regulations. Participants will gain insights into the basics of PHMSA jurisdiction, including the distinctions between federal and state jurisdictions, and the specific roles state agencies play in pipeline safety and regulation. Key topics will include an overview of PHMSA regulations, the scope of PHMSA’s regulatory authority, and an introduction to the Code of Federal Regulations (CFR) and the Federal Register (FR).
The course will detail the various parts of PHMSA regulations and help participants determine if they are regulated by PHMSA. Additionally, initial actions for newly regulated entities, the National Pipeline Registry, and key definitions will be covered to ensure a thorough understanding of the regulatory landscape.
